This sounds like an iOS 6 connectivity but, but you can open a PMR to have us (IBM) look at logs if you want to try that route. One thing to try is toggling Fetch New Data Off and back On in Settings on the device. If you run the 'tell traveler show" command for the user on the Traveler server, you can see which applications the device has registered for push (it is possible the Apple just hasn't said to push Inbox).

The IF1 just affects the name of the OS which we add as a friendly string so that admins don't have to know that 1000s are iOS6, 900s are iOS5, etc. There is no functional difference.
